I enjoy using a lot of flash websites and the components and I have some creative ideas I would want to build if I was capable of designing my own flash. This would be only as a hobby. I am wondering what the best way to go about learning flash is, and if it is realistic to learn it within a year as a hobby? I am fairly efficient in some programming so I would have a good base understanding of concepts.

if you are already proficient at some fairly basic programming, it will not be too hard at least to get started. I bet you will be able to do fairly neat stuff within 2-3 months or so.
It’s one of those things that are easy to learn but take an eternity to master. But you will get pretty far in a year if you dedicate your hobby time to it.
You learn by playing with it, and check out other people’s examples. There’s also quite a few books out there, although I’ve never really read any.
