You can lead a horse to water, but you can’t make it drink!
Build on what she does now.
Reading – join a book club.
    Sewing – join a guild.
    Animals – become a volunteer at a no-kill shelter.
Take her to a spa for a make-over.
Invite her out for dinner and a movie.
    Take her shopping.
Go for a drive in the country.
    Get her a boy friend.

She sounds like the type who won’t get out for social purposes. Am I right? So don’t be too blatant in trying to get her out.
She can still get the social contact she needs without getting out SPECIFICALLY to be social.
Try this to give her a drive to get out more: Introduce her to a craft, like greeting card making. Make sure there is a gift shop nearby that sells on consignment. If she loves her new art form, than she will be self-motivated to get out and go materials-hunting, as well as to the stores to sell her art. She could also get involved with the local craft fairs, meeting very nice fellow crafts people at these events.
This way she’s getting out with a PURPOSE, which is very important for anybody.
